A simulation game around participatory budgeting as a funding alternative: in table groups you make budget decisions under time pressure, where resources, interests and strategic goals collide – building on SAFe.
Participatory budgeting is a participative funding alternative in which investment decisions are made jointly and transparently. In this simulation game, participants experience in table groups how budget decisions emerge under time pressure – where limited resources, differing interests and strategic goals meet. Building on SAFe, we then transfer the insights into participants' own everyday work.

Content
The workshop is built as a simulation game:
- Setup – table groups, starting position and rules, building on SAFe
- Simulation – make budget decisions under time pressure
- Tension – resources, interests and strategic goals collide
- Reflection – what got decided, what was left behind, and why?
- Transfer – carry it over into your own everyday work
A similar workshop takes place at the SAFe Leadership Forum in Zurich on 22.10.2026.
